You cannot. The Deluxo is one of the many vehicles barred from heists.

No, you cannot use a Deluxo in heist setups. IIRC only vehicles that are strictly land only can be used, meaning that stuff like the Nightshark, Weaponized Tampa, etc. can still be used because they are strictly land vehicles. The Deluxo can fly, which disqualfies it from being used in Heists.

you can’t use it in the new casino missions except the one where you have to destroy those oil tankers making it the easiest mission to finish.
